Non à la criminalisation de la société civile palestinienne!
Le Québec solidaire avec la Palestine

Ce vendredi 22 octobre 2021 le gouvernement israélien a annoncé avoir placé six organisations de la société civile palestinienne de défense des droits de la personne sur sa liste d’organisations terroristes. Ce sont des organisations de grande envergure et internationalement reconnues : Addameer (droits des prisonniers politiques), Al-Haq (droits de la personne – membre de la FIDH), DCI-P (organisation internationale de défense des enfants – Palestine), UAWC (Union des comités agricoles), UPWC (Union des comités de femmes palestiniennes), et le centre Bisan de recherche et développement.
Ceci représente une escalade dans une campagne de criminalisation des organisations de la société civile palestinienne, formalisée par la publication d’un rapport en février 2019 et dans lequel Addameer, al-Haq et DCI-P mais aussi Samidoun et BNC figuraient déjà comme promoteur de terrorisme.
La Coalition BDS-Québec dénonce cette décision du gouvernement israélien et assure ses amis et partenaires de la société civile palestinienne de toute sa solidarité et de tout son soutien. Sur le terrain comme par leur activité de plaidoyer, ces organisations palestiniennes font un travail crucial dans un environnement rendu particulièrement difficile par les exactions des forces d’occupation israéliennes : arrestations de leurs dirigeants, saccages, perquisitions et fermetures de leurs locaux, et aujourd’hui, révocation des permis de résidence à Jérusalem de leurs membres.
Le caractère extrêmement grave de cette décision, qui ouvre la porte à une nouvelle répression violente de la part du régime d’apartheid israélien contre la société civile palestinienne, est souligné par l’ONG israélienne de défense des droits de la personne B’Tselem, qui a déclaré dans un tweet que ce type de décision est caractéristique des régimes totalitaires.
Les organisations palestiniennes de défense des droits humains doivent être protégées afin qu’elles puissent accomplir leur mission.
Face à cette décision d’une exceptionnelle dangérosité, les déclarations ne suffisent plus. Il est grand temps de faire comprendre à Israël que la qualification d’organisation terroriste qu’elle attribue à toutes les organisations palestiniennes ne passe plus. Il est également important de souligner que cette offensive criminalise non seulement les organisations de la société civile palestinienne mais menace également de criminaliser toute personne ou organisation qui collabore avec elles, dont plusieurs organisations canadiennes et québécoises.
En tant qu’organisation de la société civile québécoise, nous interpellons le gouvernement canadien afin qu’il conteste cette nouvelle offensive du régime d’apartheid israélien cherchant à criminaliser la société civile palestinienne et ses alliés.
Dans l’immédiat et comme toute première mesure, nous demandons au premier ministre Justin Trudeau de poser des gestes concrets pour une politique canadienne juste envers le peuple palestinien et à utiliser tous les moyens pacifiques pour forcer le régime d’apartheid israélien à respecter les droits fondamentaux :
- valoriser la campagne BDS en abrogeant la motion anti-BDS votée par le Parlement canadien le 22 février 2016;
- appliquer de véritables sanctions économiques en mettant un terme à tout accord, entente, partenariat, liens institutionnels entre le Canada et Israël, à commencer par l’Accord de libre-échange Canada-Israël (ALÉCI);
- appliquer un embargo sur l’achat et la vente de matériel militaire à Israël;
- appliquer la décision de la Cour de justice du Canada sur l’affichage des produits fabriqués dans les colonies juives illégales;
- dénoncer la nouvelle définition de l’International Holocaust Remembrance Alliance associant toute critique d’Israël et de ses politiques à de l’antisémitisme, en révoquant son adoption et son insertion dans la Stratégie canadienne de lutte contre le racisme;
- exiger la libération des prisonniers politiques palestiniens, enfants et adultes.

NO to the criminalization of Palestinian civil society

This Friday, October 22, 2021, the Israeli government announced it has just placed six Palestinian civil society organizations defending human rights on the list of terrorist organizations. These are large-scale and internationally recognized organizations: Addameer (rights of political prisoners), Al-Haq (human rights – member of FIDH), DCI-P (Defense for Children International-Palestine), UAWC (the union of agricultural committees), the Union of Palestinian Women’s Committees, and the Bisan research and development center.
This represents an escalation in a campaign seeking to criminalize Palestinian civil society organizations, formalized by the publication of a report in February 2019 in which Addameer, al-Haq and DCI-P but also Samidoun and the Boycott National Committee (BNC) were already featured as promoters of terrorism.
The BDS-Q Coalition denounces this decision from the Israeli government and assures its friends and partners in Palestinian civil society of all its solidarity and support. On the ground and through their advocacy, these Palestinian organizations are doing crucial work in an environment made particularly difficult by the atrocities of the Israeli occupation forces: arrests of their leaders, looting, searches and closures of their offices and today also the cancelation of resident’s permits in Jerusalem.
The extremely serious nature of this decision which opens the door to a new violent crackdown by the Israeli apartheid regime against Palestinian civil society is underlined by the Israeli human rights NGO B’Tselem, which declared in a tweet that this type of decision is characteristic of totalitarian regimes.
Palestinian human rights organizations must be protected so that they can accomplish their mission.
Faced with this exceptionally dangerous decision, declarations are no longer enough.
It is high time to make Israel understand that the designation of terrorist organization that it attributes to all Palestinian organizations no longer passes. It is also important to highlight that this offensive does not only criminalize Palestinian civil society organizations but also threatens to criminalize anyone who collaborates with them, including many Canadian and Québec organizations.
As a Quebec civil society organization, we call on the Canadian government to challenge this new offensive by the Israeli apartheid regime seeking to criminalize Palestinian civil society and its allies.
Immediately and as a very first step, we call on Prime Minister Justin Trudeau to take concrete action for a fair Canadian policy towards the Palestinian people and to use all peaceful means to force the Israeli apartheid regime to respect fundamental rights:
- promote the BDS campaign by withdrawing the anti-BDS motion voted by the Canadian Parliament on February 22, 2016
- apply genuine economic sanctions by putting an end to all agreements, understandings, partnerships and institutional ties between Canada and Israel beginning by cancelling the Canada-Israel Free Trade Agreement (CIFTA)
- apply an embargo on the purchase and sale of military equipment to Israel.
- implement the decision of the Court of Justice of Canada on the display of products made in illegal Jewish settlements.
- denounce and not apply the new definition of the International Holocaust Remembrance Alliance which associates any criticism of Israel and its policies with anti-semitism, by revoking its adoption and integration in Canada’s Anti-Racism Strategy
- demand the release of political prisoners, including that of children and adults.
The current situation in Palestine is intolerable. As conscientious citizens, we must act NOW.
